On July 16, 2026, the Luxembourg government officially unveiled a package of measures eagerly awaited by the sector: the «Booster fir de Wunnengsbau.» Led by Ministers Gilles Roth and Claude Meisch, this action plan introduces major, temporary tax incentives designed to restore purchasing power to homebuyers and stimulate the construction of new housing.
Here are the details of what’s changing for you starting today.
1. Registration fees at 0 % on off-plan construction (completed to a maximum of 80 %)
This is the package’s flagship measure. For any off-plan purchase (VEFA) of a home intended as a primary residence, registration fees (7 %) will now apply only to the land portion of the property.
The portion corresponding to future construction is fully exempt, subject to one essential condition: construction must be completed by 80 % maximum at the time the deed of sale is signed.
Measurement duration: This exemption applies to contracts entered into on or after July 16, 2026, for a temporary period of 3 years.
2. Increase in the «Bëllegen Akt» tax credit to €45,000
When purchasing your primary residence, the cap on the tax deduction for registration fees has been raised: it has increased from €40,000 to €45,000 per individual (or up to 90,000 € for a couple).
In practical terms, this new cap allows you to purchase a property worth approximately €640,000 without paying any registration fees.
3. The Return of Accelerated Depreciation at 6 % for Rental Investments
Notice to private investors: In order to stimulate the rental market, the accelerated depreciation rate for 6 % for 6 years has been reinstated for the purchase of new homes.
To encourage the development of intermediate-range and family-sized housing rather than ultra-luxury housing, this measure is capped at €600,000 in investment.
4. Increased Subsidies for Loan Interest
The government is significantly increasing interest subsidies on loans to ease the financial burden of mortgages. This assistance directly benefits first-time homebuyers and families with dependent children.
